REGULATIONS ABOUT THE FOURTH OPEN ALL-RUSSIA POSTER COMPETITION “RUSSIA. THE THIRD PATH“- 2019

1. GENERAL REGULATIONS

1.1.  The Fourth Open All-Russia Poster Competition "Russia. The Third Path" is held with the participation of the Union of Artists of Russia, Tula regional branch of the Union of Artists of Russia, the Union of Designers of Russia, ANO "The Third Path". It is funded with grant from the President of the Russian Federation provided by the Presidential Grants Foundation.

1.2. The competition is supported by the Ministry of Culture of the Russian Federation, the Russian Historic Society, Russian Military Center under the Government of the Russian Federation, the Government of the Tula Region, and the state-owned TV and radio company "Tula".

      

2. PROJECT OBJECTIVES

2.1 The main goal of the 2019 poster project is to form and reflect the civic position of the Russians, their pride in the country and responsibility for the future of their Fatherland. This is a story about the achievements and problems of our time, our life, our future.

2.2. Drawing attention to pressing social problems and contradictions of today, and finding ways to solve them.

2.3 Formation and projection of a positive image of Russia within the country and abroad based on cultural and historical traditions, successes and achievements, strengthening its standing grounds and popularity.

2.4. Drawing attention of a wide audience to unifying national-patriotic ideas and positive symbols of the country.

2.5. Widening the range of project participants and activation of the civic stand of the creative intelligentsia and youth.

 

3. PROJECT TASKS

3.1. Representation of current socially important ideas and goals in symbolic, generalized images, their popularization and support. Search for creative solutions embodied in visual images in the poster genre, suitable for mass reproduction.

3.2. Stimulation of creative process, raising awareness of its relevance in society and interest in achieving the best results. Identification, support and encouragement of talented poster artists, masters of fine art.

3.3. Collegial discussion, choosing the works worthy of encouragement and mass reproduction, maximum possible circulation of the best works in printed form.

3.4. Dissemination of the project results via all means of media technology. The best posters will be mass-printed, and their compilations will be distributed to cultural and educational institutions in all regions of Russia.

 

4. COMPETITION TOPICS

4.1. The main theme of the 2019 project “MY COUNTRY” presupposes finding the reference points, effective levers for moving forward, and discussion of possible ways for the development of Russia based on traditional spiritual and cultural values, and moral truths.

4.2. A wide range of topics is offered. Not only about achievements, cultural and historical heritage, but, first of all, about today's problems, peculiarities, acute topical issues of moral and physical health, the present and future of Russia and the world.

4.3. The content of the posters can be expanded, on the authors’ own initiative, within the framework of the proposed main themes, as well as devoted to anniversaries of 2019-2020. (Appendix 1 to the REGULATIONS; see the materials to help artists on the project website www.tretyput.ru.)

4.4. Foreign guests of the fourth open poster contest are invited to show the peculiarities of their states, national heroes, and reflect human values and landmarks.

 

5. PARTICIPANTS AND GEOGRAPHY OF THE COMPETITION

5.1. Participation in the competition is open to both professionals of fine arts and all interested persons, regardless of their age, profession and nationality. The number of works submitted by one author is unlimited.

5.2. Participation of the course and diploma works of students of art, graphic and design faculties and departments of secondary and higher educational institutions is possible.

5.3.  Special attention is drawn to children's creativity, their spontaneity and freshness of their perception of the world.

5.4. Both individual and collective authorship is accepted, with mandatory indication of the person responsible for the group participation in the move.

5.5. Participation of the majority of the Russian regions as well as foreign countries is expected.

5.6. Each work, submitted to the competition and pre-qualified, is registered and receives an identification code to ensure the anonymity and objectivity of the evaluation of the work by the members of the professional jury.

5.7. Participation in the competition is free.

 

6. PROJECT MANAGEMENT

6.1. The general management of the competition is carried out by the Organizing Committee, formed from prominent figures of culture, historical science, representatives of the clergy, creative unions, and administrations of the participating regions.

Chairman of the competition Organizing Committee is Gritsenko V.P., Director of State War-historical and Natural Reserve museum “The Kulikovo Field”, laureate of the state prize of the Russian Federation.

Deputy Chairman of the Organizing Committee - Dorogan S.I. - member of the Board of the Tula branch of the Union of Artists of Russia, member of the Union of Designers of Russia, Chairman of the Board of the ANO “The Third Path”;

Mantulin M.D. - Member of the Board of the Kaluga Branch of the Union of Artists of Russia, President of the creative association "Academy of Analytical Art".

From the Ryazan region:

Atyasov O. G. - Member of the Presidium of the Union of Designers of Russia, Chairman of the Ryazan Regional Branch of the Union of Designers of Russia.

           6.2. To judge the competition, the Organizing Committee forms a professional jury, determines the members of the selection committee from the authorized representatives of the creative unions of the most active regions, clarifies the evaluation criteria, the algorithm for coordinating the decisions of the jury members, organizes a public discussion of the works, and reviews the results of the competition.

            6.3. Members of the jury of the Fourth Open All-Russian Poster Competition "Russia. The Third Path” 2019:

Zaminetdinov Kamil Fattakhovich - Russia, Moscow. Сhairman of the jury.  

Chairman of the Board of the poster section of the regional public organization “Moscow Union of Artists”, laureate and winner of many domestic and foreign exhibitions and competitions of graphic design and posters.

Chaika Vladimir Borisovich  – Russia, Moscow.

       Academician of the Academy of Graphic Design. Member of the Union of Artists of Russia, the Union of Designers of Russia, international associations of AGI, "Brno Biennale". Laureate of the State Prize of the Russian Federation in the field of literature and art. Winner of many domestic and foreign exhibitions and competitions of graphic design and poster.

Dimiters Yuris Arturovich – Latvia, Riga.

        Member of the Latvian Artists' Union, Honoured Artist of the Latvian SSR, holder of honorary diplomas of the Union of Artists of the USSR, laureate of the International Poster Biennial Prize, International Poster Exhibition in Colorado (USA).

Faldin Alexander Vladimirovich – Russia, Saint Petersburg.

       Honored Artist of the Russian Federation, a member of the Union of Artists of Russia, a member of the St. Petersburg Union of Designers, an academician of the Academy of Graphic Design, laureate and winner of many domestic and foreign exhibitions and competitions of graphic design and poster.

Tsesler Vladimir Yakovlevich - Belarus, Minsk.

       Member of the Belarusian Union of Designers, member of the Belarusian Union of Artists, laureate and winner of many domestic and foreign exhibitions and competitions of graphic design and poster (more than 30  international competitions and biennale awards).

6.4. The works received for the competition are evaluated in two stages. In the first stage the Selection Committee assesses whether the posters that make up the final exhibition meet the stated criteria. In the second stage the jury members determine the winners. The work of the Selection Committee and the jury can take place in absentia. The Organizing Committee sums up the voting results of the first stage, approves the results of the jury's work, determines the amount of the prize fund, and announces the names of the winners.

6.5. Prize winners receive the laureate diploma. In addition to laureates, the jury determines the winners of the competition for the high quality of the presented works. The participants of the final exhibition of the project receive the competition participant certificates. To encourage the winners of the competition, the Organizing Committee can establish special awards and diplomas.

6.6.  Children's works are evaluated as a separate nomination.

6.7. Based on the results of the project, universities, colleges, children's educational institutions and their teachers, organizers of collective participation in the competition, will receive Diplomas and Certificates of Appreciation from the organizing committee.

 

7. CONDITIONS OF PARTICIPATION

7.1. The works submitted for the competition must be created no earlier than 2013 and have not taken part in previous projects. They have to meet the following requirements: link with the stated subject matter, artistic expressiveness, originality, style integrity, compositional completeness.

7.2. Works performed in any technique in a digitized (retransmitted, scanned) form or performed directly by computer are accepted for participation in the competition.

7.3. The format of the posters should be at least 70 cm and not more than 120 cm on the larger side. The proportions of the sides: 2/3, 3/4. For digitized mockups, the resolution is 150-200 dpi, 1:1 scale in the CMYK format.

7.4. For pre-selection, poster reproductions should be submitted by e-mail at  infoplakat@tretyput.ru, A4 format files in RGB, jpg with 200 dpi resolution, compression (Quality) 7. The file name should be in Latin letters by author`s and city name, with a serial number without a space, if  several works are submitted (for example: ivanov_moskva01). The submitted work should be  accompanied by a cover letter in Microsoft Word format, indicating the author’s/ authors’ name, year of birth, e-mail, phone, detailed address, filenames, title of  the work and the year when the poster was created. Posters without the accompanying information will not be accepted. Confirmation of receipt of the works for pre-selection can be obtained on the site www.tretyput.ru in the "Poster Competition" section after submission of the reproduction. We can accept sketches by ordinary mail. When sending by post, the date on the postmark will be considered the date of submitting the application.

7.5. Each poster is assigned with an identification code (a letter and two numbers) in the order the work has been received for further anonymous evaluation during the voting. The received preliminary images of posters will be uploaded on the site of the project www.tretyput.ru under the heading "Posters sent to the competition".

7.6. Submissions of sketches and conceptual proposals without a graphic solution (description of the poster idea) can also be accepted. The main criterion for evaluating the work is the idea that reflects the proposed thematic focus of the project and its imaginative solution. The Organizing Committee can visualize the submitted idea, at their own discretion, by allowing a professional artist from respected specialists to come up with a graphic representation of the theme behind the idea. In this case, the author of the idea and the author of its graphic representation will be jointly considered as the authors of the poster.

7.7. The Organizing Committee reserves the right to give recommendations to the authors on  enhancement of the submitted works and not to engage in further discussion.

7.8. The authors of the selected posters are notified about the acceptance of their work to be shown at the final exhibition. The full size originals are accepted in electronic format (P. 7. 3.), with 150-200 dpi resolution for further printing at the expense of the organizers of the exhibition. The file is uploaded to the file sharing service, the link to which should be sent to the address of the competition Organizing Committee at infoplakat@tretyput.ru.

7.9.  Posters that incite interethnic discord, contain exhortation to violence, extremism and terrorism, racial and religious hatred, propaganda of drugs and non-traditional orientation, elements of pornography are not accepted or reviewed.

 

8. TERMS AND STAGES OF THE IMPLEMENTATION OF THE PROJECT

8.1. The posters can be submitted and will be uploaded on the project site from June 20, 2019. Reception of posters extended until October 20, 2019

8.2. The Organizing Committee periodically makes decisions to remove from the website publications of posters that do not meet the conditions of the competition.

8.3. A public vote will be organized on the project site www.tretyput.ru prior to the jury conducts their work.

8.4.  In the first stage, the decision of the Selection Committee on the works that will be admitted for participation in the competition is taken within one week after the submission deadline, which is reflected on the project site. The submission deadline for the originals of the posters that were selected for the final exhibition is 5 days from the moment the list of exhibitors is announced, and the authors will be notified both personally and through the project website.

8.5. The jury determines the winners of the competition when they form the final list of selected candidates for the final exhibition.

8.6. After finalizing the results of the competition, the Organizing Committee carries out preparation for the showcase exhibition, printing posters, advertising and information support. The winners will be announced and the awards ceremony will be held at the first exhibition which opens in Tula in November 2019.

8.7. For the exhibition to be shown in the cities participating in the project, a preliminary application has to be sent to the Organizing Committee with an indication of the time, number of posters, terms of delivery and placement.

8.8. An order can be placed for printing of all or part of the poster collection for subsequent exhibitions.

 

9. PROPRIETARY RIGHTS OF AUTHORS

9.1. Participation of the authors` works in the project means an automatic confirmation of their consent to the conditions of participation, to mass reproduction of the posters and further circulation in landscape, booklet, postcard and other printing and electronic formats produced within the framework of this project.

9.2. After the end of the exhibition, the works submitted for the competition will form an exhibition fund for retrospective shows. The results of the competition and the works of the winners will be published in the media and on the project website.

9.3. The Organizing Committee reserves the right to use all the submitted materials to advertise the project. The exhibitors are entitled to use the official symbols of the project for their own advertising purposes.

9.4. The authors of posters included in the final exhibition receive the right to indicate their participation in this project when taking part in further public displays of works. The Organizing Committee can make announces about these displays, private views and competitions on the web site, if such information is provided by the authors.

9.5. The authors’ property rights for the subsequent re-issue of posters are completely preserved with the possibility of making individual copyright agreements.

9.6. The applicant is responsible for the authorship of the submitted works.

9.7. In the case of claims from third parties (co-authors, commissioners, etc.) for the works participating in the competition, the entire responsibility is borne by the applicant. The applicant will deal with  and enter into arbitration disputes and litigation. In case of justified claims, the Organizing Committee shall provide press coverage about them in the mass media.

 

10. INFORMATION SUPPORT OF THE PROJECT

10.1. Creation of the site "The Third Path" and its promotion in the networks; publication of competitive materials in the media; involvement of cultural departments, media committees of regional administrations as participants in the movement; holding press conferences, meetings with interested parties and possible partners.

10.2. Informational support for the project is provided by the Ministry for Informatization, Communication and Issues of Open Management of the Tula Region, the state-owned TV and radio company "Tula".

   

11. FINANCING THE PROJECT

11.1. The prize fund, payment of organizational costs associated with the project, are formed through charity, sponsorship, participation in federal and regional programs, using the grant of the President of the Russian Federation provided by the Presidential Grants Foundation, as well as the funds of ANO "The Third Path".

11.2. Arrangements for visas, travel and accommodation of the exhibitors is carried out at the expense of sending organizations and the project participants themselves. Help with accommodation booking in Tula is available.
